Ratlick is one of the leaders of the London Vermin.
He is Arthur's most trusted henchman, and is responsible for the day-to-day operations of the London chapter of Vermin.
Background
Once just a homeless person living in the sewers of the city, he would spend his days on the surface begging and stealing to get by.
During the nights, he'd retreat to his makeshift abode in the sewers, living amongst the rats.
During a regular day of begging and thievery, he tried to pick the pockets of Arthur, who noticed the attempt and beat Ratlick into a bloody pulp, who was begging for Arthur to stop.
Realizing Arthur wouldn't stop, he began praying instead to The Festering Queen to save him.
Arthur, hearing the pleas being made to his god, snapped out of his bloodlust for just long enough to realize that Ratlick could be more useful than he thought.
Abilities
Being very close to the rats he takes his name from, Ratlick has potent summoning and conjuration abilities related to rats.

Appearance
Ratlick is an ugly man in every sense of the word.
A man in his 40's with a bald head, his scalp has a patchy coloration.
He has prominent crow's feet, his nose if pretty large with extra bone in the bridge of his nose, and very large nostrils.
His eyes are very large, and due to repeated head trauma as a child, one of his eyes is permanently dilated. His eye color is brown and he seems to be suffering from cirrhosis, as the sclera of his eyes are a bit yellowed.
He wears a very dirty grey rat-licked(As in "ratty", torn) robe. He almost never wears footwear.
